Since then Justworks has added two non-PEO products: a standalone Payroll plan for companies that do not want co-employment, and an Employer of Record (EOR) service for hiring full-time staff abroad. This review is based on Justworks' published pricing and plan documentation, not hands-on testing.

What co-employment actually changes

Three things move when you sign a PEO agreement rather than buying payroll software:

  1. Benefits. Employees enroll in plans sponsored through the PEO, which is how a small company reaches large-group medical, dental and vision options. On Justworks that administration is the core of PEO Plus; Basic keeps 401(k) but not medical administration.
  2. Compliance and filings. Payroll taxes are filed under the PEO relationship, and Justworks bundles compliance support and HR consulting into both PEO tiers. You still own employment decisions and day-to-day management.
  3. Support model. Both PEO tiers list 24/7 support, and dedicated HR consulting is available as a $30 per employee add-on.

What does not change: you still fund every dollar of wages, employer taxes and benefit premiums. The PEO fee sits on top of those.

When co-employment pays off

Run the arithmetic on your own headcount. For a 12-person company, computed from the published prices and excluding add-ons and benefit premiums:

  • Justworks Payroll: $50 + (12 × $8) = $146 per month
  • PEO Basic: 12 × $79 = $948 per month
  • PEO Plus: 12 × $124 = $1,488 per month

The PEO premium over plain payroll is therefore roughly $800 to $1,340 per month at that size. It pays off when it displaces spending you already have or are about to add: a benefits broker's commission and the administration time behind open enrollment, an outside HR consultant, compliance research every time you hire in a new state, and — often the biggest line — the difference between small-group and large-group health premiums for the same coverage. Ask Justworks for an actual benefits quote for your census; the fee table cannot tell you that number.

It does not pay off if your team is happy with the benefits you already offer, you operate in one state, and what you need is accurate payroll and filings. In that case the Payroll plan, or a competitor's, is the right product.

Limitations to weigh

  • Linear pricing. With no base fee and no published volume tiers on the pricing page, the PEO cost scales exactly with headcount. Fifty employees on PEO Plus is $6,200 per month before premiums.
  • Benefits are quoted, not published. The plan grid shows what is administered, not what the premiums will be.
  • Workers' comp is required for PEO. Budget for it if you do not carry it today.
  • Transitions need planning. Ask how a mid-year move into or out of the PEO affects payroll-tax wage bases and year-end forms, and what the offboarding process looks like if you outgrow it.

Who should pick what

  • Pick Justworks PEO Plus if you want to offer medical, dental and vision with HSA/FSA and mental-health benefits and have the administration handled. Get a Justworks benefits quote for your team before comparing fees.
  • Pick Justworks PEO Basic if compliance, HR consulting and 401(k) are the priorities and you either keep your own health plan or do not offer one yet.
